Powerpuff Girls ala CLAMP?
Anime News Network reports on Sweet Valerians, a new anime with "concept and characters by CLAMP."
The story according to Babelfish:

Or, as an actual speaker of Japanese put it, two girls go to get their moped licences, get issued Valerian licences instead, and transform into bunny rabbit mahou shoujo to fight the evil forces of stress. Or something like that.
